Bullying and harassment rarely announce themselves clearly. More often, they live in the grey areas of workplace culture – sarcasm dismissed as humour, exclusion justified as ‘team fit’, or controlling behaviour overlooked in the name of performance.
Culture is not defined by what organisations say they value, but by what leaders are willing to tolerate. The worst behaviour that goes unchallenged inevitably shapes the boundaries of what becomes acceptable.
When harmful conduct is ignored, the message travels far beyond the individual involved. Teams watch closely how leaders respond in difficult moments. Intervention communicates standards. Silence, whether intentional or not, can be interpreted as approval.
What leaders often fail to recognise is how deeply these moments stay with people. Policies may fade from memory, but employees remember whether leadership stepped forward when harm was visible and whether people felt protected when it mattered.
Addressing inappropriate behaviour early safeguards both individuals and the wider culture. Left unchecked, harmful patterns become embedded, making trust harder to rebuild and culture damage far more difficult to undo.
Perhaps the more confronting question for leaders isn’t simply what they said, but what their inaction allowed others to believe was acceptable.
The legacy question is simple and uncomfortable: What behaviour did I allow – and what did that teach others was acceptable?
